South Carson Street Finally Getting It’s Due…

South Carson Street

The Board of Supervisors voted unanimously Thursday to create the South Carson Street Neighborhood Improvement District (SNID), similar to the Downtown district that was established five years ago.

The purpose of the Downtown Neighborhood Improvement District, according to Carson City Planning Manager Hope Sullivan, is to help pay for the ongoing maintenance and upkeep of the Downtown including:

  1. Landscape maintenance
  2. Watering of the flower baskets
  3. Trash collection
  4. Power washing sidewalks
  5. Snow removal on sidewalks and McFadden plaza
  6. Splash pad maintenance and graffiti removal

Total assessment is $42,198 distributed between the property owners of the district.

For the South Carson NID, the assessment is to pay for ongoing maintenance of the South Carson Complete Streets project from Fifth Street to Appion Way…the city kicks in some funds…the businesses kick in some of their own money. It’ll go for:

  1. Landscape maintenance
  2. Trash collection
  3. Power washing sidewalks
  4. Snow removal on multi-use path
  5. Pavement maintenance on the multi-use path
  6. Mowing and maintenance of the greenbelt area near the roundaboutIin order to assess property owners in proportion to the benefit received from the project improvements, 50 percent of the property owners’ assessment will be distributed among the owners based on the properties’ lineal frontage length abutting South Carson Street or abutting a City right-of-way property fronting on South Carson Street, and 50 percent of the property owners’ assessment will be distributed among the owners based on the parcel size.

The assessments will be included in the property tax bill, payable in quarterly installments when property tax payments are due. Interest on unpaid assessment installments is charged by the Assessor at a rate of 4 percent if the first installment becomes delinquent, 5 percent for the second installment, 6 percent for the third installment and 7 percent for the last installment.

The agenda had space set aside for any property owner who wished to voice their complaints or objections to the NID, but none came forward.

The board voted unanimously to approve the new South Carson NID.
